FISHING TOURNAMENT |
2008 REGULATIONS
|
The Weston Carp Fishing Tournament shall be conducted in compliance with all applicable West Virginia laws regulating the fishing of state streams and rivers, and with these specific additions: |

1. NO
ALCOHOLIC BEVERAGES WILL BE PERMITTED ALONG THE RIVERBANKS, OR PUBLIC STREETS
OR ROADS. . 2. All fishing
in the Weston Carp Tournament will be conducted only from the banks
of either side of the West Fork River along and within the designated
contest fishing area (see #3
below). No fishing from boats or other floating platforms
or devices will be allowed, however wading is permitted. Fishing from bridges
spanning the river will be RESERVED for individuals confined to wheelchairs
or limited by other conditions that prevent them from accessing the
riverbanks. 3. DUE TO
the anticipated number of fisherman at this year's tournament and the
relatively small size of the West Fork River at Weston the fishing area has
been expanded for this tournament: ·
The designated
contest fishing area shall be:
that portion of the West Fork River beginning where the outflow of the
Stonewall Jackson Lake Dam joins with the West Fork River in the Homewood
addition of Weston. Bounded on the East river bank by Route 19, extending
North to and through and beyond the City Limits of Weston, past that portion
of the river bounded by the Weston City sewage treatment plant and the Al
Kahn Label factory and extending to the Stone Bridge at the entrance of the
WVU-Jacksons Mill State 4-H Camp. Fisherman may also fish along tributaries
such as Stonecoal Creek and Polk Creek that feed into the West Fork River at
Weston and which are used by Carp traveling to and from their spawn. ·
Be advised
that some portions of the riverbanks along the West Fork River are
"private property" - PLEASE request permission from landowners who
live across the street before trampling through or onto their property. 4.
Individual fishing sites within the boundaries of the designated
contest fishing area will not be assigned or reserved. Participants
will stake out their 'fishin' holes' on a first-come-first served basis.
IF you're a novice Carp fisher---be advised that Carp are very wary and hard
to sneak up on. The fish will spot your outline on the shore or your shadow
on the water and stay away from your location. Likewise, frequent casting of
bait or other "splashing" of the water will scare a cautious Carp.
It is best to leave plenty of space between you and neighboring fishers. 5. Only
three "sets" (fishing rod 'n reel) will be permitted per fisher at
each location. Exception: An adult fishing with a child may fish
their set of poles AND a set of poles for each child. 6. The state
of West Virginia prohibits "chumming" during money fishing
tournaments for Game or Sport Fish----however, it considers the CARP to be
neither. Be advised that the West Fork River has been "chummed"
with corn for several days by the
organizers prior to the tournament. 7. The contest
period shall begin at 6:00AM on Friday, June 27, 2008 and will pause at 6:00 PM on
that day. Fishing will begin and end
at those times as well. The contest period will resume at
6:00AM on Saturday, June 28, 2008 and end at 4:30PM on that day - with winners from the two
days of fishing to be announced at 5 - 5:30pm. 8.
Participants shall be required to comply with all rules of the contest
as outlined elsewhere under the section General Rules. REGISTRATION 9.
Registration fee for the tournament is FIVE-DOLLARS per entrant and will begin at Bob's Auto Sales, located at 528 Main
Avenue, on Rt 19 North at 5:30AM, Friday,
June 27th. Pre-registration is NOT required, although
it is recommended to save time. ALL
PARTICIPANTS, whether or not they are pre-registered, must come to
Registration point to SIGN-IN and get their assigned entry number, and your
hand stamp. Registration and payment of entry fees on
the day of the tournament,
shall be made by cash or money order only. Payment of such fees and registration must
be made in advance of beginning to fish and is a ONE TIME requirement whether
individuals plan to participate for only one, or for both days. 10. Each
participant may "declare" their "Official" entry
at any time during the contest period by bringing their catch
to Registration point to be weighed and sized. Participants may bring
subsequent catches to be weighed and sized without additional charge to see
if they surpass the previous catch. Multiple entries MAY be made by any
individual. However each additional entry shall require the payment of an
additional fee of TWO-DOLLARS per each additional entry, however ONLY one (the
largest) entry will count toward a prize. An individual participant can
therefore only win ONE prize of either first, second, or third place in
either category. 11. All
entries for consideration of prizes will be judged according to their WEIGHT
only. All entries will be additionally be "sized" by their length
and girth which shall be used as the determinate in a case of a tie.
Measurement of length shall be made on the horizontal centerline of the fish,
from the tip of the snout to the tip of the tail. No weighting of entries
shall be permitted, and such entries will be disqualified. ALL DECISIONS BY
THE JUDGES SHALL BE FINAL. PARKING 12. Free
Parking is available throughout the city of Weston, except on Main Street
between 3rd and 1st streets which are
closed to vehicular traffic.
FREE parking will also be
available at all City of Weston maintained parking lots, and meters in the
downtown section. MUCH of the
designated fishing area runs through residential areas of the city which has
limited parking spaces available. DO NOT block driveways, or park on lawns of
businesses or private homes, UNLESS they grant you permission to do so. Some residents MAY charge a fee for
parking on their lawns. On street parking in areas without meters is
permitted as long as you don't block a driveway. SAFETY 13. The
Weston Carp Fishing Tournament and it's sponsors assume no responsibility nor
liability for any accidental injury or death in association with the
sponsorship of this fishing tournament. By registering to participate, all
individuals assume personal responsibility for their own safety. 14. The
Weston Carp Fishing Tournament will make reasonable and customary
arrangements to assure that emergency medical personnel will be available to
assist participants should the need arise, however there are some common
sense precautions individuals can take and do for themselves to prevent
illness or injury. We recommend: A. All participants who cannot swim are
encouraged to wear a personal floatation device (life vest) while fishing,
walking, sitting or standing along the riverbanks. Likewise all responsible
adults should assure that child participants are similarly attired and
monitored. B. Participants are further advised that
the banks of the West Fork River are sometimes home to poison oak and ivy,
bee and hornet nests, stinging nettle bushes, running briars multiflora rose,
gnats flies and mosquitoes, - and on
rare occasions even copperhead snakes. C. Water from the river is NOT suitable
for drinking or bathing in it's untreated state, so make sure your tetanus
shot is updated. D. Therefore
